Hey, I couldnt find the troubleshooter on that link, however i ran the windows troubleshooter for configuring a device and it recognised one problem:
Hardware changes might not have been detected Detected !
After finishing the trouble shooter the joystick still did not work
I should have probably told you that the joystick was working fine with no problems before the latest windows update, after the update it disapears from devices and printers and does not work.

Dec 25, 2012 - With the computer off I plugged in the joystick, started it up, and Windows 8 found the joystick, installed the correct drivers, and I was good to go.
I have also attempted uninstalling and reinstalling the drivers, manually right clicking and trying to update drivers (Windows determined alll my drivers up to date) driver detective says i have 22 out of date drivers that need to be updated however. and windows restore does not have the option to restore windows to a point previous to the update. The driver cannot be restored to a previous version nor can it be updated.

*All of this was done presumming my joystick driver is named StandardDual Channel PCI IDE Controller in the device manager. Also there are 2 other drivers with the same name as that one ,im not sure why, i only have 1 joystick.
